Action Against Hunger Nigeria (ACF Nigeria) LTD/GTE began operations in Nigeria in 2010 in response to the high rate of chronic malnutrition in Northern Nigeria, focusing on integrated programming. ACF Nigeria currently implements multi-sectorial humanitarian and development interventions in Northeast and Northwest Nigeria, funded by AFD, EU/ECHO, French Government, GAC, GFFO, SIDA, US Government, and WAM Foundation.


ACF Nigeria is recruiting a Social Safety Net Officer to lead the social protection and safety‑net components of the RESILAC project. The role includes managing cash transfer programs, conditional assistance, education‑support activities, and emergency response initiatives. The officer will focus on ensuring that vulnerable groups—especially women, girls, and other marginalized populations—receive the support they need to strengthen their social and economic resilience.

Key Responsibilities:

Objective 1: Implementation of social safety net and education components of the project ensuring project delivery.

Tasks and Responsibilities:
 

  • Develop and execute detailed plans for cash transfers, social safety net, and education-related interventions in collaboration with relevant team members;
  • Conduct mapping and selection of the most vulnerable groups, ensuring that women, girls, and other marginalized groups are prioritized;
  • Work closely with government officials, local leaders, and communities to ensure alignment with community needs and project goals;
  • Collaborate with the Ministry of Education office at state/LGA level to conduct mass campaigns and link educational support with economic recovery activities. Provide and follow scholarships to vulnerable children, particularly girls, and link them with other project components like literacy training;
  • Undertake program budgeting of the social protection and safety net interventions, budget monitoring and provide information for cash projections
  • Ensure stakeholders active engagement and participation in all safety net and education promotion activities.
  • Ensure community participation in identifying communal assets and condition for the cash transfer
  • Ensure  any compliance and feedbacks are addressed

Objective 2: Management of cash transfer programs

Tasks and Responsibilities:
  • Oversee the rehabilitation of community assets through labor-intensive activities, ensuring that selected households are supported with cash transfers;
  • Manage monthly conditional cash transfers for vulnerable households, with a focus on encouraging behavioral changes that improving household resilience.
  • Coordinate emergency cash or voucher assistance for households in the event of unforeseen disasters, ensuring adherence to gender and protection standards;
  • Regularly Monitor the market situation/assessment for cash programing

Objective 3: Monitoring, evaluation and reporting

Tasks and Responsibilities:
  • Ensure adherence to ACF Nigeria technical guidelines and monitor the implementation of all social protection and safety net activities.
  • Contribute to organizational learning by documenting lessons learned and best practices. Prepare internal and external reports, including case studies and success stories related to the project component under the officer responsibility.
  • Support systematic monitoring and evaluation of all activities, ensuring that data is accurate, up-to-date, and accessible for stakeholders.
  • Contribute to the compilation of monthly social protection and safety nets technical reports with an overview of activities on economic empowerment of the social protection income generation activities area of the program, contextual updates and quantitative indicator follow-up.
  • Review reports and gauge program progress against logical framework, ensuring compliance with the organization internal and donor’s reporting standards.
  • Review all procurement requests for social protection and safety nets of the income generation activities of the program component before submission to the logistics department;
  • Support in follow up on logistics requirements in coordination with the procurement officer and Log manager;
  • Ensure that all program-related data and information on social protection and safety nets component of the program is correct, updated, organized and accessible to other key stakeholders, and that lessons learnt and best practice are documented;
  • Facilitate and support systematic monitoring and evaluation of activities;
  • Support development of activities progress reports for the social protection and safety nets team as well as contribute to the development of donor reports.
  • Ensure  any compliance and feedbacks are addressed
  • Ensure sex disaggregated data management and reporting
  • Follow and take into account the gender action plan of the components

Objective 4:  Integration and Coordination

Tasks and Responsibilities:
  • Facilitate the integration of social protection with other sectors such as livelihoods, health, and nutrition within the targeted communities.
  • Engage constructively with LGA authorities, traditional and religious leaders, and other stakeholders to ensure effective project implementation.
  • Incorporate climate resilience into social protection activities, fostering sustainable solutions in the emergency-development nexus.
Objective 5:  Performance management

Tasks and Responsibilities:
  • ​​​​​​​Communicate performance standards, provide feedback, and support the professional development of team members.
  • Assist in recruiting, evaluating, and coaching team members to ensure high performance.
  • Establish performance objectives, provide feedback, identify strengths and areas for professional improvement;
  • Contribute to the professional development and improvement of team members by providing support.
  • Communicate ACF Nigeria performance standards and expectations to team members which includes; 10 minutes monthly conversation, 3 months/end of probation performance appraisal and annual/ end of contract appraisal.
  • Establish performance objectives, provide feedback, and identify strengths and areas for professional improvement.


Additional Responsibilities

Position Requirements:
 
  • Bachelor’s degree in economics, business management/administration, education, social work OR related field
  • Minimum 3 years’ experience implementing CVA (Cash and Voucher Assistance) and social protection programs
  • Good communication skills and experience supporting teams
  • Humanitarian experience, including advocacy and information sharing
  • Ability to work effectively with diverse stakeholders – government officials, community groups and others
