Following the crises in Northeast Nigeria, we further expanded our operations to address the Nutrition, Health, Food security and livelihoods, WASH, and shelter needs of conflict-affected communities.
Action Against Hunger Nigeria programme is supported by FCDO, ECHO, GAC, BHA, SDC, UNICEF, EU, AFD, SIDA and GFFO.
Action Against Hunger is currently looking to fill the role of Safety and Security Manager who will be responsible for supporting Action Against Hunger programming and minimizing safety and security risks for all Action Against Hunger staff and stakeholders in the areas of operation; ensuring that adequate and up-to-date policies and procedures are in place and known to all staff; and designing, developing and implementing high-quality safety and security trainings and capacity building for all national and international staff based in the areas of operation. The position holder will provide close follow-up to the safety and security situation in Action Against Hunger Office in Sokoto and provide support to Action Against Hunger programming in the Northwest and Northcentral Nigeria.

Key Responsibilities:
- Participate in and/or conduct safety assessments of contracted and prospective offices and residence and propose relevant measures to guarantee minimal safety and security standards;
- Provide support for the drafting, reviewing and updating of security documents, including (but not limited to) risk analysis tables, standard operating procedures, and contingency plans;
- Technically supervise security guards working on all ACF premises in Sokoto and ensure all relevant procedures are implemented and respected;
- Contribute to the implementation of security procedures and plans and ensure that all practical preparations are in place and known to all relevant staff;
- Conduct continual tracking and assessments of security equipment and relevant procedures;
- Ensure teams’ proper application of security measures and procedures, particularly with regard to field movements;
- In coordination with the logistics’ department, prepare weekly movement plans for ACF’s areas of operation;
- Ensure or supervise follow up for field and inter-base movements, as well as that of the security measures to ensure that minimal conditions for movement safety & security are met;
- Coordinate purchase requisitions and interventions with the Logistics Department regarding base security requirements, and participate in the budgeting process of the project cycle management;
- Assist the Field Coordinator and/or Humanitarian Access & Security Head of Department (SSCO) represent Action Against Hunger at the local/regional level to humanitarian and government representatives on safety and security- related protocols and needs;
- Act as key focal point for interactions with local authorities and community stakeholders to ensure ACF is known and accepted in all areas it intervenes, and is guaranteed safe access to its areas of intervention;
- Proactively and autonomously reach out to external security actors (NGO security staff, UN, state and local security forces, local authorities and community stakeholders) in order to retain an up-to-date context understanding;
- Ensure communication with external interlocutors during field visits;
- Continuously collect information on all aspects of security (notably through media monitoring and networking) and consolidate an incident database in areas ACF is conducting its activities;
- Collect analyse and convey information about the political and security situation in Northwest and Northcentral Nigeria as well as context changes;
- Report incidents as they arise;
- Use available information and understanding of the security context to advise the Field Coordinator and SSCo on security measures for ACF staff and operations;
- Conduct weekly meetings to update ACF staff on the security situation;
- Regularly visit ACF’s areas of intervention for information gathering and assessment purposes;
- Participate in and/or conduct safety assessments prior to team deployment to new field areas;
- Produce reports on contextual and security changes;
- Participate in the monitoring and evaluation of the dissemination and enforcement of security rules by ACF staff. Provide safety and security advice to the base management and program teams on a daily basis;
- Participate in and conduct weekly meetings to update ACF staff on the security situation, and provide weekly written reports on the local context;
- Training security guards working on all ACF premises in Sokoto;
- Lead security, safety and access, as well as incident management trainings for ACF staff;
- Brief new employees and visitors on the local security context and applicable security rules;
- Provide extra briefings and debriefings on security matters as required;
- Contribute to critical incidents management and participate in the crisis management team;
- Participate and lead business continuity with base personnel in case of hibernation, evacuation and relocation;
- Coordinate and facilitate medical evacuations in coordination with coordination office and external providers.
- A university degree or equivalent;
- A minimum of three (3) years of progressive experience in safety and security with INGOs in Nigeria is required;
- Ability to write short coherent reports on topics of security relevance;
- Existing network to influential actors in the Northwest of Nigeria (e.g. on security, political, social, cultural, and religious levels);
- Knowledge of the political and security situation in the Northwest of Nigeria;
- Fluency in English and Hausa;
- Resident in the Northwest of Nigeria for at least 5 years;
- Ability to work in a stressful environment, taking initiative & prioritizing multiple tasks with minimal supervision;
- Experience in a humanitarian/NGO context;
- Experience in dealing with Safety & Security threats in a private/non-profit organization;
- Excellent writing skills is an added advantage;
- Previous management experience, including management of multiple teams/departments, is desirable;
- Basic experience in the Nigerian Security Forces (Military and/or Police) is an added advantage.
