Action Against Hunger Nigeria (ACF Nigeria) LTD/GTE began operations in Nigeria in 2010 in response to the high rate of chronic malnutrition in Northern Nigeria, focusing on integrated programming. Action Against Hunger currently implements multi-sectorial humanitarian and development interventions in Northeast and Northwest Nigeria, funded by AFD, EU/ECHO, French Government, GAC, GFFO, SIDA, US Government, and WAM Foundation.


ACF Nigeria is currently looking to fill the role of Procurement Specialist who will support to ensure the implementation of the Procurement strategy and its coordination at country level.


Position Details

Reporting to: Deputy Head of Logistics Department
Proposed start date: June 2026
Work location: Abuja, FCT

Key Responsibilities:

Mission 1: Contribute to the definition of the country procurement strategy and ensure its implementation

  • Contribute to the strategic definition of the country procurement component;
  • Monitor the implementation of the country procurement strategy via a detailed action plan;
  • Anticipate program needs and plan the appropriate types of procedures to be developed;
  • Optimize the number of procedures according to the markets.

Mission 2 : Coordinate and analyze the consultation of markets (Call for Interest, Call for Tender, etc.)
  • Publish annually the Calls for Expression of Interest related to the markets targeted by ACF;
  • Initiate the capital Call for Tender related to the needs of the country office;
  • Conduct market analysis and supplier sourcing;
  • Accompany the applicants in the development of their terms of reference and/or their technical specifications.
Mission 3 : Managing procurement at capital level
  • Implementation of and compliance with ACF procurement procedures;
  • Manage the quality and optimization of procurement in the capital according to the objectives defined with the Logistics Head of Department and his deputy;
  • Comply with donor-specific procurement rules where applicable;
  • Anticipate and alert on risks related to the duration of procurement;
  • Define procurement standards in accordance with the ACF framework;
  • Develop a responsible procurement approach, in particular by identifying environmental criteria in our selection processes.

Mission 4: Follow, maintain and develop the relationship with suppliers
  • Guarantee and develop supplier relations: sourcing, negotiation, contracting, follow-up;
  • Regularly prospect the market in order to enrich the supplier database (via other NGOs, field visits, internet research, etc.);
  • Conduct systematic supplier visits for all new businesses;
  • Carry out supplier visits as part of the Call for Interest, Call for Tender, etc..
  • Ensure that ACF policies (Gender and Safeguarding, etc.) are well understood by suppliers ;
  • Participate in investigations in the event of a fraud alert or non-compliance with ACF policies by a supplier and propose corrective measures.

Mission 5: Ensure the quality of goods and services according to the framework defined in the quality assurance
  • Ensure that the quality proposed by the suppliers meets the expectations of the applicant (in connection with the specifications, technical specifications);
  • Document supplier visits via Visit Report that focus on the negotiation of the quality and service initially proposed;
  • Ensure the management of disputes on a signed contract.

Mission 6: Ensure compliance of procurement activities in accordance with ACF procedures
  • Ensure that employees comply with ACF's procurement policy, strategy, procedures and tools;
  • Prevent and manage any non-conformity in the procurement process;
  • Identify the risks of fraud and corruption on its activity and the implementation of preventive and control actions;
  • Raise employee awareness of the risks of fraud and corruption;
  • Implement and follow up on recommendations following controls and audits.

Additional Responsibilities
 
  • This job description is not intended to be all-inclusive, and the employee will also perform other related tasks as required and be responsible for reporting and communicating progress and achievement of the specific assigned task.
  • Maintenance of high technical standards.
  • Professionally conduct all duties following ACF Nigeria mission staff regulations, ACF mandate and charter, including promotion of gender equality.

Position Requirements:
  • At least a bachelor’s degree in Business Management, Logistics, Procurement or other related field.
  • Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).
  • Solid knowledge and understanding of procurement processes, policy and systems.
  • Three (3) years of previous experience as a procurement officer or related position.
  • Ability to work well with management and staff at all levels, multitask, prioritize, and manage time efficiently.
  • Rigorous, with strong organization skills and attention to detail.
  • Strong communication and negotiation skills.
  • Previous experience working for NGOs an asset, particularly international and/or health related NGOs.
  • Fluency in one or more national/regional languages an asset.
