Action Against Hunger Nigeria (ACF Nigeria) Ltd/Gte is currently recruiting a Security, Safety and Access Officer based in Katsina. The position monitors security, political, and operational developments, maintains key networks, and provides timely updates to support safe and effective program delivery. The role implements and oversees security management systems, including risk assessments, incident follow-up, team movement tracking, site security, and security reporting. It also supports humanitarian access, coordinates with authorities and communities, delivers safety training and briefings, and facilitates administrative approvals and emergency response coordination.

Key Responsibilities:
Gather and transmit information on the political and security situation and on changes in the context
Contribute to the implementation of the safety and security management system on the base
Participate in the implementation of ACF's humanitarian access strategy for the base
Conduct training courses and briefings

Position Details

Key Responsibilities:
Gather and transmit information on the political and security situation and on changes in the context
- To set up a system for reporting security information from employees.
- Identify sources of information (human, media, academic) and develop a network of relevant contacts.
- Meet or contact contacts and focal points on a regular basis.
- Immediately alert the Field Coordinator and the HAS HOD in the event of a sudden change in context.
- Participate actively in the acceptance of the organisation (access negotiations) and passively through professionalism in interactions with external contacts.
Contribute to the implementation of the safety and security management system on the base
- Take part in leading risk analysis workshops on the base.
- Monitor post-incident action plans.
- Produce the required safety reports on time and to a high standard.
- Supervise and manage security guards in coordination with the logistics department and/or the security company.
- Implement the security procedures inherent in the movement of people and goods.
- Ensure the security of the premises: identify the locations and ensure their security.
- Supervise the monitoring of the movements of the base's teams.
- Work effectively with logistics on security issues.
- Carry out assessments of buildings and roads.
Participate in the implementation of ACF's humanitarian access strategy for the base
- Take part in negotiations on humanitarian access with the players involved.
- Participate in the running of training courses and workshops on access at grassroots level, in line with ACF’s tools and methodologies.
- Carry out access assessments in new areas of intervention.
- Participate in explaining ACF's activities and mandate to partners and the population
Conduct training courses and briefings
- To support the implementation of specific training courses in the field as required, with the support of the HOD and in line with the Skills Development strategy.
- Contribute regularly to safety management and personal safety meetings with teams.
- Carry out safety briefings for new employees and visitors.
- Participate in the organisation of training courses in accordance with the Country Office training plan, in conjunction with the Logistics and Human Resources departments.
Liaison / Coordination
- In coordination with the Field Coordinator, establish good / effective relations with the authorities.
- Support the establishment of good relations with communities and local leaders.
- Organise community awareness sessions on the context and ACF's work whenever requested or necessary by the programme teams.
- Coordinate/follow up with the relevant ministry (government department concerned), in case of problems.
- Obtain the necessary administrative authorisations for team movements.
- Deal with the police/communities/tribal chiefs in the event of an accident
Additional Responsibilities
- This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task.
- Maintenance of high technical standards.
- Conduct all duties in a professional manner following ACF Nigeria mission staff regulations, ACF mandate and charter including promotion of gender equality.
Position Requirements:
- University degree or equivalent qualification
- At least 3 years of safety and security experience with an I/NGO
- Strong network of key stakeholders in North West Nigeria across security, political, social, cultural, and religious sectors
- Excellent analytical, communication, and report-writing skills. Fluent in English and Hausa
- Strong knowledge of the humanitarian context in the Katsina State and proven experience in security management
- Able to work under pressure, manage a high workload, maintain confidentiality, and work independently
- Knowledge of GIS is an added advantage
