In 2011, we expanded our work to begin implementing nutrition development projects in Jigawa and in Yobe. Following the crises in Northeast Nigeria, we further expanded our operations to address the Nutrition, Health, Food security and livelihoods, WASH, and shelter needs of conflict-affected communities.
Action Against Hunger Nigeria programme is supported by FCDO, ECHO, GAC, BHA, SDC, UNICEF, EU, AFD, SIDA and GFFO.
Action Against Hunger is currently looking to fill the role of WASH Programme Manager who will be responsible for leading the team of Rapid Response Mechanism (RRM) Officers and will be reporting directly to the Field Coordinator. You will be entitled to implement Action Against Hunger Nigeria's mission strategy to save lives, conduct multi-sectoral surveys, and identify, implement, monitor, and evaluate emergency interventions within the framework of the Rapid Response Mechanism in areas with alerts.

Key Responsibilities:
- Contribute to ongoing, systematic, and thorough analysis of the humanitarian situation concerning WASH and its context of intervention in his/her field of activity;
- Implements, in the framework of projects, the mission’s WASH/RRM strategy taking into account the key internal and external documents: Action Against Hunger charter, strategic framework, policies (WASH and other Action Against Hunger sectors), positioning papers (WASH and transversal), national strategies and other specific legal framework enforced by the body/department in charge of WASH issues;
- Internal dissemination of information gathered and its analysis to the Emergency Coordinator and the WASH Coordinator;
- Ensure contractual activities are completed on time, within budget, and with acceptable quality;
- Identify and monitor risks, constraints, or escalating issues relating to the management of the program, and inform the hierarchy accordingly;
- Ensure post-implementation monitoring of Action Against Hunger WASH structures;
- Plan and manage emergency responses and prioritize activities according to humanitarian needs;
- Identifying humanitarian needs in the field of WASH/Shelter &NFI and his/her area of activity;
- Drawing recommendations from needs assessments for the definition of programs (location, modalities of implementation, context;
- Participation in defining WASH programs taking into account logistics, administration, other areas of intervention & partner collaborations;
- Contributing to the writing of the WASH/NFI and Shelter sections of project proposals;
- Setting up of the WASH program(s) taking into account the logical framework of the program(s), the budget, and the logistical and administrative processes of ACF;
- Identifying the technical constraints associated with the implementation of the projects;
- Proposing innovative technical solutions in response to such constraints;
- Implementation of technical recommendations concerning his/her project (Head of Department, Technical Advisor at Headquarters, Experts, Evaluators);
- Supervising his/her programs, using internal APR monitoring tools, regular presence in the field, maintenance of a timeline, and monthly review of the budget;
- Carry out needs multi-sectoral assessments;
- Participate in the definition of the WASH strategy for Action Against Hunger as well as the identification and design of potential new intervention areas;
- Supervision of the WASH program staff: induction, follow-up, evaluation, and promotion of positive team dynamics and motivation;
- Recruitment and training of WASH staff as needs arise;
- Overseeing the work of WASH program staff to ensure good compliance of activities within the objectives of the mission and of proposals - this includes regular visits to the field sites to evaluate achievements; to discuss the constraints encountered, the possible solutions and to make recommendations for current and future programs;
- Evaluation of WASH program staff as per the defined schedule;
- Capacity building of WASH staff and mentoring of WASH program officers;
- Participate in coordination meetings and cholera working groups held at LGA and state levels;
- Develop contacts with other NGOs, agencies, cholera working groups, and technical bodies;
- Assess the feasibility of Action Against Hunger technical support and guidance to partner agencies and relevant governmental bodies, specifically the RUWASA & SEMA;
- Support capacity building of Action Against Hunger WASH partners in the area of intervention;
- Participate in emergency WASH interventions in Nigeria as required;
- Support WASH coordination efforts in all states of intervention as required;
- Collaborate and communicate with the Technical and Support Head of Departments, Program Managers, CD, and any other Action Against Hunger resource people to ensure the coherence of activities and reports in terms of Action Against Hunger WASH strategy;
- Informing/updating the Emergency Co and CD on emergencies and outbreaks program implementation and any issues regularly;
- Participation in weekly base team meetings and any other general team or strategy meetings;
- Follow up of WASH program budgets in liaison with the Admin Coordinator and Program Managers, to ensure budget expenditure is in line with program objectives and timeline;
- Follow up on logistics requirements for WASH programs in liaison with the Field Coordinator;
- Participation in the overall mission and program strategy, narrative, and financial project proposals and reporting, in collaboration with Log/Admin/CD and other program coordinators as necessary;
- Reporting on attended meetings or training to share with program managers, and coordination team as necessary;
- Track the progress of activities, and ensure the collection of program indicators;
- Monthly Action Against Hunger WASH report to be sent to Emergency Co (line manager) and copied to DCD, Tech HOD, and France Technical Advisor – which includes an overview of the WASH situation, external coordination update, achievements for the past month and objectives for the following month;
- Preparing inputs for the mission weekly and monthly sitrep;
- Writing of contractual donor reports;
- Prepare handover report as necessary for replacement.
Position Requirements:
- Engineering or Public Health Degree (Bachelor level or equivalent/higher) in a field related to Water, Sanitation, and Hygiene;
- Additional training courses specific to WASH in development contexts (such as Bioforce Institute graduates), and/or Program Management Professional certifications, are strongly preferred;
- Minimum 3 years relevant working experience, in a WaSH Emergency management/supervisory capacity;
- Strong computer literacy, organizational and planning skills, report writing, and budget oversight;
- Commitment to upholding Action Against Hunger’s values, and excellent interpersonal and communication skills;
- Experience in the INGO/NGO and humanitarian context;
- Experience managing a team of staff;
- Experience in Rapid Response Mechanism.
